AMD Radeon 19.11.1 drivers: optimized for Red Dead Redemption 2

Red Dead Redemption 2 optimized Radeon drivers are now out.

Red Dead Redemption 2 is now out on the PC, and with it we have drivers from both NVIDIA in the new GeForce 4222222 and now AMD's new Radeon Software Adrenalin 2019 Edition 19.11.1 drivers that are optimized for RDR2.

In what I'll now refer to the more sane-sounding Radeon 19.11.1 drivers we have the aforementioned optimizations for Red Dead Redemption 2, but now Vulkan extensions, bug fixes, and the usual nips and tucks from AMD in a new driver release.

AMD includes two new fixes for The Outer Worlds which squash some annoying bugs, while artificial frame rate caps at 60FPS in Vulkan-based games is fixed. AMD has also fixed heavy FPS drops when using AMF encoding with OBS streaming, too.
