The top 15, as reported by GameSpot:

1.Call of Duty: Black Ops II

2. Red Dead Redemption

3. The Elder Scrolls V: Skyrim

4. Call of Duty: Modern Warfare 2

5. Halo: Reach

6. Call of Duty: Black Ops

7. Gears of War 3

8. Fallout 3

9. Call of Duty 4: Modern Warfare

10. Call of Duty: Modern Warfare 3

11. Mass Effect 3

12. Call of Duty: World at War

13. BioShock Infinite

14. Fallout: New Vegas

15. Left 4 Dead 2

The following six Call of Duty games are in the top 12 requested so far: Call of Duty: Black Ops II, Call of Duty: Modern Warfare 2, Call of Duty: Black Ops, Call of Duty 4: Modern Warfare, Call of Duty: Modern Warfare 3, and Call of Duty: World at War.

Allowing gamers to vote gives Microsoft a better perspective of what Xbox 360 game titles want to play on the Xbox One - and with Microsoft hoping backward compatibility helps spur additional sales, it looks like they are listening.
