In the article, several Rockstar leaders were quoted, such as Rob Nelson, head of development and co-studio head at Rockstar North, who said the Rockstar team is under "unprecedented pressure" to meet fan expectations. Additionally, the article states that Rockstar has an LA studio that is "dedicated almost solely to the world of in-game pedestrians (NPCs)", which works hand-in-hand with Miami-based stylist Jillian Carr, who has worked with Rockstar since 2023 in creating the "fashion ecosystem" for Leonida.

Nelson says, "Florida and Miami have perhaps one of the most diverse and interesting populations in the world," which speaks to why Rockstar would have an entire studio dedicated to the development of NPCs, and why Rockstar hired a stylist to dress what will be an incredibly diverse population of NPCs wearing equally diverse clothing. Carr said the fashion ecosystem is designed to reflect all of the nuances of "taste, lifestyle, affluence and individuality," but ultimately, "Vice City is built around vanity."

Carr added, "Between social media, celebrity culture and a constant flow of tourists, appearances carry significant weight, and trend cycles turn over quickly."

The article goes on to say that NPCs have been tailored to their local environment. For example, if you encounter someone enjoying a luxury lifestyle, you can expect they will be dressed to fit the part, as well as embody the stereotypical mannerisms of someone actually living that life.

"To bring that diversity to life in-game, we developed new tools and pipelines that enabled us to build the most detailed and varied character population we've ever created. It's the combination of how a character looks, moves, interacts and expresses themselves, brought together through collaboration across multiple teams," said Jamie-Lee Lloyd, senior art director for characters
