TL;DR: An Xbox outage lasting ~16 hours, blamed on an external licensing service, prevented some players from launching offline disc-based games. Microsoft is investigating; entitlement checks should not have blocked disc play and a fix is being developed. The incident highlights that physical copies can still be remotely revoked.

Xbox's recent 16-hour service outage shouldn't have disrupted physical disc-based games, but some users reported being locked out of their offline titles, including physical disc copies of games that don't require an online connection to play. Microsoft has confirmed it is now investigating the issue.

In a statement to The Verge, Xbox tech chief Scott Van Vliet confirmed the issue stemmed from an external licensing service, and that entitlement checks for disc-based games should not have caused problems during the outage. "Offline mode is also designed to rely on those saved entitlements," Van Vliet said, while noting a fix is in the works.

For those who missed it, the Xbox outage started on Monday and lasted for approximately 16 hours. Xbox confirmed the outage was caused by an external licensing service failure, leading to widespread issues across its platform, including sign-in, game downloads, game launches, library loading, and more.

While Xbox addressed the problem and admitted it simply wasn't good enough for its customers, it never explained why the outage affected physical copies of Xbox games. Funnily enough, this outage and the physical disc aspect couldn't have come at a worse time, as the gaming industry is still currently reeling from Sony's recent announcement that it will be ending the production of PlayStation discs in 2028, sparking warranted fears and concerns about what it actually means when you buy a game digitally versus owning it physically.

Those concerns describe digital "ownership," which is technically the renting of a verification code linked to the product you have purchased, as cosmetic, due to Sony having the ability to revoke access to the product, or in this case, game, at any given time. Versus a disc copy that can be played offline, or even if an account has been banned. The recent incident with Xbox has demonstrated that even with physical media, players aren't immune to their game being revoked remotely.
