XFX doesn't have much on their website when it comes to explaining the cooling tech on their Radeon RX 5700 XT THICC II Ultra, but they do list that they're using Zero DB Auto Load Sensing Fans (which didn't work at first for me, but now do). The new revisions of the card do NOT have this problem either.

XFX uses its Ghost Thermal 2.0 design on the Radeon RX 5700 XT THICC II Ultra, which has a huge amount of heat sink surface area and 35% less fan noise than previous coolers from XFX.

XFX's Radeon RX 5700 XT THICC II Ultra is a dual-fan card, but there is now the THICC III Ultra with a triple-fan cooler out. Once this review is done and dusted, I'll reach out to the folks at XFX and see if I can get one for some direct comparison work.
