The new Core i9-7980XE is a 18C/36T beast, with someone putting it under watercooling and hitting 4.8GHz on all 18 CPU cores, an incredible feat. The CPU was tested on the ASUS Rampage VI APEX X299 motherboard.

Overclocking a 36-thread CPU to 4.8GHz all day on liquid cooling wouldn't be something you'd have for a 24/7 system, especially not at the 1.25V used. Even at 4.4GHz, 1.18V is used which is much better - and still an amazing clock speed for an 18C/36T processor.
