In this modern world of wanting high resolution video on smaller and smaller screens, sometimes there's some give and take involved when it comes to download speeds and how much of the video you can see. KDDI is trying to take some of the pain away with their zoom and enhance platform for video.
Since it's hard to make out some things on smaller screens, the trick that KDDI is giving you is the ability to zoom in on the part of the video that's important and that you want to see. Since many cameras usually stay centered on the action in things like ballgames, you can cut out the clutter and even save yourself from having to download that section of the video. The picture fidelity loss is supposed to be minimal, so this may be an interesting idea for video watching on items like smartphones and tablets.
