We've kindly been given the heads from AMD today that in similar fashion to last month's Catalyst driver update, a preview build has been made available for the new Catalyst 10.4 driver ahead of official release which should pretty much end up being basically the same driver, minus WHQL approval.
AMD/ATI's main intent for bring the Catalyst 10.4 driver suite to the masses early on is to put a big smile on the mass of Battlefield: Bad Company 2 fans faces with the new driver being reported to optimize the painfully slow load times for new maps.
It should ne noted, however, that this particular driver will only work with HD 5000 series cards, but owners of the 4000/3000 or 2000 series will also be able to make use of the 10.4 preview driver once another update comes out in a few days (denoted by '10.4a'). We'll let you know when it does.
