can't say that I've ever heard of this cooler maker, but here it is for you. OcPrices has a review up of the T.I.T.I. Dr Thermal HSF. here's a snip:

"Who the hell are T.I.T.I? I had no idea either when the package arrived at my door, but given the superb performance of this cooler, I have a feeling they will soon be up there with the big boys! The Dr. Thermal is a large cooler not entirely dissimilar in style to the Thermosonic Thermoengine, but it is considerably larger, and also has a copper base. It differs from most coolers by having a large 70mm fan rather than the more conventional 60mm unit. Larger fans cool better than smaller ones at considerably lower RPM, resulting in much less noise."
