This reduction in lead time comes as Apple's CEO continues to state that the iPad mini's supply remains constrained and demand remains high. This indicates that either supply is increasing or demand is weakening.
The previously quoted ship time was one week, so it's only a reduction of a few days, but those few days should help ensure you receive the tablet in time for Valentine's Day. In case you missed Apple's advertising campaign, Apple would really like you to buy Apple products for your loved one.
