HTC states you need 512MB of RAM for Jelly Bean updates, One V, Desire C to stay on ICS unfortunately
Android 4.1 Jelly Bean has been here for a little while now, but HTC are slowly rolling out the deliciously-named OS to their handsets, and will continue to do so as soon as carrier testing is completed. But, which exact HTC phones will receive the new update is the biggest question, with the company reviewing their 2012 handsets to see which will receive JB updates.

Two phones that won't be receiving JB updates are the Desire C and One V, as HTC usually requires 512MB of RAM or more in order to bake Jelly Bean onto the devices. For 2011 handsets, they'll also be under consideration once the 2012 units are finished with.
They've also noted that they plan to post "generic development ROMs" of Jelly Bean for the One X and One S to its developer site as soon as they're fully ready. Isn't that an interesting development for HTC?
