iCloud isn't quite available yet, but iPhones owners are able to check out the cloud-based goodness right now. Some of the functionality has gone live and is now available by opening up the "Purchased" tab in iOS 4's App Store which reveals a history of apps that have been downloaded with your account, this includes apps that are not currently on your device.

Apps not installed will feature a cloud icon to the right of the app making it possible to re-download them onto the handset. Go check it out now and let us know how you go!
